ＥＥＴＢとはロックダウン社会をそのまま緊急時経済 (注1) に移行しロックダウン比率 (注2) をウイルス感染者のPCRか抗体検査などの数値を参考に比率調整する社会戦略論であり、これによるエマージェンシー・マクロモデルの提供である。 つまりコロナウイルスの特性の無力化にコンセプトに置きこれに対応した経済を提案することである。

といったように区分けしロックダウン比率が高まるとエコノミックス比率が下がるといったように構成し連動させる。これによりコロナウイルスの状態により経済を変化させ感染拡大抑止及び経済の維持 つまりコロナウイルスの脅威排除と経済的脅威の排除を両立させるソシアルの提言となる。

1．基本的なコンセプト

　コロナ・ウイルスに対し経済はどう対応したらよいという問いかけには次のコンセプトを提示する。コンセプトはコロナ・ウイルスと共存するのではなくコロナ・ウイルスの特徴を封じてやればいいというコンセプトである。つまりコロナ・ウイルスの爆発的乗数感染を封じる、それは乗数を封じることにより爆発的乗数を通常の乗数に変えてやることによりコロナウイルスの特徴を封じて無力化してやるというコンセプトである。
