(1)コロナ・ウイルス対応経済の提案（ＥＥＴＢ : Emergency Economics Type Biological）　ソシアル・チェンジの（Social Change）提言

　緊急提言 : コロナ・ウイルス対応経済とはどういうもの？　コロナ・ウイルスに対し経済はどう対応したらよいという問いかけがある。この問いかけについては次の手法をとるといいと考える。コンセプト : コロナ・ウイルスと共存するのではなくコロナ・ウイルスの特徴を封じてやればいいというコンセプトである。つまりコロナ・ウイルスの爆発的乗数効果を封じるそれは乗数を封じるということである。具体的には一人が5人に感染させるとすると乗数は5となり５日間で5×5×5×5×5＝3125人に感染さえるとなるが、下記に示すようにファイヤーウォールによりチェーン・カットしてやれば、感染しても1×1×1×1×1＝5人に感染させるだけで済む。これに加えさらにサーチ（ＰＣＲ、抗体検査）＆セパレート（隔離）でチェーンカットを強化し乗数効果をなくす。さらに感染してもアビガン、イベルベクチンにより対応をとりよりキャパシティを広げる。つまりウイルスがあっても問題ないようにウイルスのチェーン化を阻止しコロナ・ウイルスの威力をなくすストラテジである。これにより共存という概念はなくなり以下のように説明する手法によりウイルスの効果を発揮させない社会体系に変化（ソシアル・チェンジ）（エマージェンシー・エコノミックス　タイプ : バイオハザード 　通称ＥＥＴＢ）させてやれば問題ない。

　コロナ・ウイルス制圧法　どうコロナ・ウイルスを制圧したらいいの？　コロナ・ウイルスも制圧法はまずコロナ・ウイルスの特性からアプローチしなければならない。コロナ・ウイルスの特性は次のとおりである。　①爆発的乗数感染　➁コロナ・ウイルスの主要なターゲット部位は肺という2点である。この特性からコロナ・ウイルスの弱点をつまり乗数という点に着目がいく、それはサイレント・スプレッド・ホルダーのチェーンを断ち切ればいいという回答の創出である。現実的には行動経済学的見地から人の行動様式を変えてやればいいということになる。そこで提案となる、まずパーソナル・ファイアーウォールという概念の提示である。パーソナル・ファイヤーウォールとはその名のとおり自己防波壁である。つまり自分がコロナ・ウイルスの防波壁になるという徹底したイメージの確立による個人の行動形態の変化プログラムを確立してやることが重要となる。これにより徹底した自己管理を促しその結果、スプレッドホルダーのチェーンを高いレベルで断ち切ることができるというストラテジ（戦略）となる。パーソナル・ファイヤーウォールは自己が最大の防波壁になるという意思における適正な目的イメージの創造と現実の効果的イメージの附合となる。まずは個々人がこの意識を徹底して持つことが何事にも重要で、何事にも優先させることにより安全を確保できるという意識確立が重要となる。次に具体的な行動ではクリーニング＆ディスタンスが具体的な行動となる。つまりクリーニングはハンドウォッシュ、消毒、うがい、マスクの４つのクリーニングで対応となり、ディスタンスはソシアル・ディスタンス（身体的距離）、カー・ディスタンス（車両の数の制限）、プレイス・ディスタンス（場所の選択）、タイム・ディスタンス（時間帯の選択）、シンキング・ディスタンス（体調が変と思ったら自己隔離）の5つのディスタンスで確率する。これにパブリック・ファイヤーウォール…エアポートスティ（空港による2週間スティ）による来日外国人のチェック都道府県における駐車場閉鎖、来県の自粛要請、などとマーケット・ファイヤーウォール…入店人数制限、衛生管理の徹底、体温チェック、自己申告のおたずねなどをリンクさせ、トリプル・ファイヤーウォールを確立する。さらにチェック＆セパレートつまりＰＣＲ・抗体検査（チェック）と隔離（セパレート）によりかなりのレベルでコロナ・ウイルスの制圧が可能と考える。さらにＭedicl（アビガン、イベルメクチン、感染症専門病院の設立）により3重のガードラインができる。つまりトリプル・ファイヤーウォール＋Ｔ＆Ｓ＋メディシン これを戦略上フルパック・セットという言葉を使って表現する。

（3）コロナ・ウイルス対応経済（ＥＥＴＢ）

　上記フルパック・セットの土台（ファンド）に感染数値データーによりロックダウンの％率により経済稼働率を変えてやり、海外からのウイルス流入を完全に水際で排除するため国内旅行の数制限を実施しながら国内重要を喚起してやれば通常時のエコノミックス（スタンダード・エコノミックス）の60％～80％の経済クオリティを発揮できる。また業績の大規模に落ち込む大企業、稼働できない中企業には資本注入、この場合大企業の内部留保480兆円の1％＝4.8兆円を政府に貸付け政府はこの借り入れた金額をファンドとして資本注入の原資とするほうが債券発行しないので金融不安対策には適正である。さらに個人事業主には国税庁のＫＳＫ（国税システム）を利用した10万円の臨時給付で対応すればベーシック・セーフティ―を形成できる。なおアルバイト及びパートは4万円とする。家賃賃料は不動産オーナーに相談し不動産延期税額控除及び不動産免除税額控除及びダブル・モラトリアム（不動産オーナーの銀行借入れ返済の猶予をしてもらい次に借り主の賃貸料支払猶予をしてもっらえばいい）で賃料の対策をすればいい。こうした国家運営（カントリードライブ）をする経済をエマージェンシー・エコノミックス・タイプ バイオハザード （通称ＥＥＴＢ）という。
